On April 29, 2002 the first meeting of parents, which have children with "special needs" (Down syndrome), was held in the Rivne Oblast Clinical Diagnostic Center. Alliance for the Prevention of Birth Defects and Rivne Charity Foundation "Leleka" supported the meeting. 13 parents - participants decided to create an association of parents, which have children with "special needs". First of all, they formed the Initiative Group. It is responsible for documents' preparation and public relations.

Dr. Ihor Shumlyansky, Head of the Rivne Oblast Clinical Diagnostic Center and Head of the Rivne Charity Foundation "Leleka", declared his support of this initiative, and underlined the importance of the parental organization consolidation under the aegis of Alliance for the Prevention of Birth Defects.

In her short speech Dr. Lyubov Yevtushok, medical geneticist, member of the Alliance Board, reported about its activity during last three years. She also emphasized the fact that BD information Centers in Rivne, Lutsk, Kherson, Khmelnytsky and Kiev serve to support parents, patients and medical professionals, who care about the children with birth defects as well as their prevention. These Centers are "windows to the world" for their customers, especially for parents of children with special needs. It is important to realize, that organizations of parents do not oppose parents to medical professionals; on the contrary, these Centers are a kind of bridge between them.

Information support specialists from the Rivne BD Center prepared packs of informational materials for parents, which illustrated our activity. Parents were impressed with IBIS and its contents.

All the participants, realizing the importance of the Alliance activity, decided to become its members.
