Kherson Regional Diagnostic Center (April 20-21, 2000, Kherson, Ukraine)

On April 20-21, 2000 the Ukrainian-American Birth Defects Program team consisting of Prof. Ihor Barylyak, Scientific Director, President of Ukrainian Alliance for the Prevention of Birth Defects, Dr. Lyubov Yevtushok, Medical Director, Dr. Tetyana Vihovska, Surveillance Director, visited Kherson city on the invitation of Mr. Olexandr Verbytsky, the Governor. The goal of this visit was to get an idea of medical genetics services and birth defects monitoring possibilities in this oblast.

On April 20 a conference of Kherson medical geneticists, neonatologists, pediatriciants, obstetriciants and gynecologists took place. Among the speakers were Prof. Ihor Barylyak, Dr. Lyubov Yevtushok, Dr. Tetyana Vihovska, Dr. Olha Lunyova, Deputy Head of the Kherson Oblast Health Care Department (with the "Maternity and Children Medical Care in Kherson Oblast" report), Dr. Anatoliy Holunov, Head of the Kherson Regional Diagnostic Center (with the "Results of monitoring of pregnant women in Kherson oblast" report). Mr. Anatoliy Yurchenko, First Deputy Governor of Kherson oblast was among participants as well. In general 105 participants took part in this conference.

Two videos concerning diagnosis of common hereditary diseases and small malformations were presented in the frames of this conference. All the participants received handouts that included a copy of first issue of "Geno-Terato-Epi-Tome", Ukrainian version, and the flyer "Ukrainian Alliance for the Prevention of Birth Defects". Prof. Ihor Barylyak introduced the Alliance goals and tasks to the participants.

The activities of the Kherson oblast' Medical Genetic Consulting Center (Head - Dr. Olha Zavhorodnya, medical geneticist - Dr. Lyudmyla Zhekova) and the information center of Kherson Diagnostic Center were introduced to Dr. Lyubov Yevtushok and Dr. Tetyana Vihovska after the conference.

Ihor Barylyak took part in the press conference with oblast mass media and the same day it was broadcasted. Besides that, there was a meeting with Dr. Mycola Kornienko, Head of the Kherson Oblast Health Care Department and the telephone conversation with the Governor who was interested in the conference (at that time he was leaving for Kyiv). Dr. Oleh Popenko, Deputy Head of the Kherson Oblast Health Care Department and Dr. Anatoliy Holunov took part in this meeting as well. All the leaders of Kherson Oblast Health Care showed their interest in participation of the Kherson oblast in the Ukrainian-American BD Program.

On April 21 the UABDP team was invited to two raions of the Kherson oblast (Tsyuryupinsk and Hola Prystan), located not far one from another. The opportunity arose to learn Tsyuryupinsk monitoring of newborns performed by obstetricians and gynecologists and how birth defects surveillance could be added to it. There is no such activity in Hola Prystan for today. The leaders of the regions are interested in extension of the Program to their regions, particularly.

In the afternoon it was one more meeting with Dr. Mycola Kornienko, where the main points of our partnership were determined. Here they are:

Conclusions: Kherson oblast seems to be ready to work in the frames of the Ukrainian-American Birth Defects Program. They have all necessary ingredients for that - good trained staff, monitoring of pregnant women is being conducted. They have well equipped information center with Internet access and English-speaking programmers as well. The most important thing is existing support by the oblast authorities.
