This conference summarized the principle part of the project entitled "Legal Support of Disabled Children in Rivne Oblast" (Award Number SUP30002GR167). Co-organizers of the conference were: Ukrainian-American Birth Defects Program, Alliance for the Prevention of Birth Defects, Rivne Health Care Administration, and Ternopil State Medical Academy.

The conference took place in Rivne on June 17, 2003 and covered the following issues:

  • Down Syndrome Diagnosis, Care and Prevention (Dr. Nataliya Zymak, Head of Khmelnytsky Medical Genetics Consultation).
  • New Approaches to Down Syndrome Treatment and Rehabilitation of Affected Children (Dr. Nataliya Afanasiyeva, Head of Crimea Medical Genetics Center).
  • Early Intervention Programs for Children with Down Syndrome (Oksana Kravtsova, defectologist of Rivne Educational and Rehabilitation Kindergarten #53 and Lyudmyla Antonyuk, defectologist of Rivne Orphans' House).
  • Early Stimulation of Orphans' Intellectual Development (Tamara Ponimanska, Head of Pre-School Pedagogic and Psychology Department, Rivne State Humanitarian University).
  • Parents' Association of Special Needs Children (Victor Khomyuk, Head of the NGO "Parents' Association of Special Needs Children").
  • International Collaboration for Social and Medical Rehabilitation of Special Needs Children (Dianna Derhak, Development Director, UABDP).
  • Network of Resource OMNI-Centers of the Ukrainian-American Birth Defects Program (Serhiy Lapchenko, Information Director, UABDP).
  • "This Child Is Mine" video film presentation.
  • Presentation of new books "Growth References: From 3rd Trimester to Adulthood", "Birth Defects Book for Parents" and "Birth Defects Book for Specialists" (professor Ihor Barylyak, President, Alliance for the Prevention of Birth Defects).

77 participants from 7 regions of Ukraine took part at the conference:

Despite the limitation of the conference budget (mainly funded by grant from Democracy Foundation of the US Embassy in Ukraine) additional funding provided by UABDP made possible to invite physicians, social workers and parents of disabled children from other regions of Ukraine.

Each participant received the book "Down syndrome: Diagnosis, Care and Prevention" (168 pages). Besides, some of the participants asked for the book "Basics of Legal Support of Disabled Children", printed earlier and presented at the previous conference in the frame of the project - "Basics of Legal Support of Disabled Children" (November, 2002). Physicians and representatives of NGO "Parents' Association of Special Needs Children" also received 23 sets of books, published by UABDP ("Growth References: From 3rd Trimester to Adulthood", "Birth Defects Book for Parents" and "Birth Defects Book for Specialists").

The conference proved to be a success. New contacts established during the conference will be kept up. Parents of children with Down syndrome discussed issues of All-Ukrainian Parental Support Organization creation, necessity to change the approaches to special needs children rehabilitation, implementation of early stimulation programs. The base line of the discussion was creation in Rivne the first in Ukraine Center of Daily Care for these children. The resolution of the conference and official letter with the proposals will be sent to Rivne Governor Mr. Mykola Soroka on behalf of the conference participants.
