On September 22, 1999 a conference of Volyn neonatologists and pediatricians took place in the Volyn Regional Children's Territorial Medical Center (city of Lutsk, Volyn region, Ukraine).
Among the participants were neonatologists (35) and pediatricians (30) from all the districts of Volyn Region, Volyn and Rivne Birth Defects Program team, H. Mykulska (Assistant Head of the Volyn Health Care Department), prof. W. Wertelecki (Director of the Ukrainian-American Birth Defects Program), prof I. Barylyak (Scientific Director of the Ukrainian-American Birth Defects Program), H. Vashchylin (Director of the Ukrainian-American Health Center).
The conference was organized by the Ukrainian-American Birth Defects Program. It was the first step towards preparation of conducting comprehensive surveillance, in which all the central district, city, and regional hospitals would be involved. The conference touched questions of conducting birth defects surveillance and creating an all Newborns Register in Volyn region.
The conference was opened by W. Wertelecki. The members of the Program told about their studying in the USA, methods of searching for information on birth defects, new statistic surveillance forms, which will be used in everyday work. The participants of the conference were shown the Internet sites of the new "I.B.I.S." informational system in Ukrainian, possibilities of telemedicine in diagnosing of rare birth diseases. Volyn geneticists (S. Polishchuk and N. Yuskiv) began the course of lectures on diagnosing the most important birth diffects, using videos, brought from the USA.

At the end of the conference all the participants received collections of brand new books in neonatology, purchased by the Program.
