On March 20, 2003 the Volyn OMNI-Center of the Ukrainian-American Birth Defects Program held a seminar for neonatologists, obstetricians, gynecologists and ultrasound specialists of the Volyn Oblast. The seminar was dedicated to coordination of efforts of all the above-mentioned specialists in birth defects prevention. 72 specialists from all the rayons of the Volyn Oblast were present (obstetricians and gynecologists - 22, neonatologists - 24, ultrasound specialists - 18, health care administrators - 8) as well as mass-media representatives (TV, Radio and newspapers).

The agenda was:

  1. Birth defects as the main cause of infant mortality - Dr. H. Mikulska, Assistant Head of the Volyn Health Care Department.
  2. Role of prenatal diagnosis in birth defects prevention - Dr. Y. Shvorak, Chief Ultrasound Specialist of the Volyn Oblast.
  3. Methods of prenatal diagnosis - Dr. N. Yuskiv, Chief Medical Geneticist of the Volyn Oblast.
  4. Reliability of registration of perinatal mortality in the Volyn Oblast - Dr. A. Vdovychenko, Chief Obstetrician and Gynecologist of the Volyn Oblast.
  5. Resources and possibilities of the Volyn Oblast Medical Library and Volyn OMNI-Center network - Mrs. N. Yashchyk, Chief of the Medical Information Department of the Volyn Medical Library, and S. Lapchenko, UABDP Information Director.
  6. Giving fax-machines to delivery hospitals and departments of the Volyn Oblast (15 machines) for facilitating information exchange concerning maternal and child health care among the delivery facilities, OMNI-Center and oblast medical library and creation of the common information space.

I want to emphasize high value of the information reported during the seminar. All the reporters used information from our Neonate and Birth Defects Registries using OLAP technology (analyzed by programmer I. Kuznetsov), the presentations were prepared by our information specialists Mr. S. Lapchenko, I. Shchaviy and showed using OMNI-Center equipment (system administrator Y. Vokh).

Special interest was drawn to analysis of the Down Syndrome data (2002) made by Dr. N. Yuskiv and analysis of the reliability of registration of small premature babies in different rayon hospitals (data from the Neonate Registry 2002) made by Drs. A. Vdovychenko and T. Vihovska.

The seminar participants approved new standard protocols for ultrasound examination of pregnant women created with the participation of the OMNI-Center specialists. Due to fax communication we are making a network of ultrasound specialists with a center in the Volyn Medical Genetics Consultation. We created a special notification form about revealed birth defects by ultrasound tests which will be sent to the Medical Genetics Consultation for facilitating the creation of an oblast pregnancy pathology registry.

The seminar participants were very interested in the possibility of getting medical information from the OMNI-Center and the medical library because there is an information hunger in the far rayons of the Volyn Oblast. The distributed fax-machines will greatly facilitate their access to medical information.

A similar fax distribution took place in the Rivne Oblast (see the report).
